Why I get Nero errors whewen I play some video files I get this “this program requires the file advrcntr2.dll?

I get this “this program requires the file advrcntr2.dll which was not found on this system” I already search online, google, everywhere I don’t even have Nero I uninstalled it a long time ago, I used the Nero clean up tool, I downloaded the “advrcntr2.dll ” and put it in the windows/ system directory, I have done everything, and I still see this error? even system restore! please some1 who knows thank you!!
