Why do I keep getting a CANNOT DELETE message when trying to delete a file or folder?

It says,

“Error deleting file or folder. Cannot delete: It is being used by another person or program. Close any programs that might be using the file and try again.”

As far as I know, it’s an empty folder on the desktop, & no programs are using it.

What do you think? Please comment below to tell me.
