Can my security clearance be denied if I am in a credit card settlement program or file Chap 7/13?

With interest rates jacked up most people can not afford to pay on their credit cards, leaving Chap 7/13 a REAL possibility. Would this
effect security clearance, or prohibit a Federal Agency from hiring or promoting someone?

Any ideas?
